[Please help] my tecno Y3 is telling me to enter the privacy protection password to unlock.

my tecno Y3 is telling me to enter the privacy protection password to unlock, acter changing my sim card. The problem was due to the fact that i filled the anti theft on the setting not knowing that it was going to affect me when i changed my sim card to glo. Please i need need administrative permition to download the tecno y3 stock rom. My email address is [email protected] Thank you very much and May God continue to bless and guide you Amen.
