you should try using two different and valid IMEIs. Also, ensure MP0B_001 permission is set to 777 and restart the phone after the procedure
if those fail, then you'll need to do all from scratch
1. uninstall vcom drivers using USB deview and manually re-install vcom (see https://forum.hovatek.com/thread-440.html)
2. delete the SP flash tool folder and re-extract or use another version
3. format the phone then re-flash the mtk backup
4. flash the cwm image to the phone
5. restore the cwm backup

i finally managed to fix it using this method:
engineer mode (keypad, * # * # 3646633 # * # *)
CDS info
Radio Settings
Phone 1: Insert the command at + egmr = 1.7 "IMEI1"
Phone 2: Insert the command at + egmr = 1.10 "imei2"
