* can you install any software with .exe file extension?
* can you run already installed programs?

* check if the file size of that particular file is exact as what you downloaded

I can install and run exe file extension. The adb setup works well on two PCs running on 32 bit operating system but refuses to install on the 64 bit operating system running windows 7 professional

* when you say "you can't run exe file extension", does that include preinstalled programs e.g firefox, chrome, windows explorer etc or just newly introduced exe files?
* check if the file size of that particular exe file is exactly as what you downloaded

Other exe files run properly, except adb setup. The download size of the adb exe is exact.

lemme get something straight.. you only get that error (The computer says there is no program installed to open it or if there is, to configure it at the control panel) with the adb setup installer

* did you download the file directly on the win 7 64bit PC or you transferred it via a flash drive?

I downloaded it. I have also installed spreadtrum drivers but command prompt(cmd) doesn't detect my phone too.

* navigate to C:\Users\****\.android
  note: **** been your current user
* edit the file "adb_usb.ini" and add "0x1782" to the bottom then save
  note: if the file doesnt exist then create it using notepad or any txt editor of your choice
* then retry adb cmd
