[Please help] My Lenovo A328 wont boot.

I dont know if it's the battery or the ROM.  But I had already charged my battery using a universal charger. When I pressed the power button, it only vibrates but doesnt boot completely.  Do I need to re-program the phone? please help.

2. have you tried flashing the stock ROM?

i was trying to change rom when i notice the battery was already draining. then it turned off. when i tried to reboot it just vibrates. i tried recovery (volum + - power) still just vibrates. do i need a pc to access my phone?
