Not necessarily. You format only when you have the ROM

And u better be damn sure u have the correct firmware before u format or else u will end up bricking it

But sometimes when u click on downloads only in sp flash tool when flashing ROM, an error will pop up requesting format before flashing that rom.i.e pmt.ifo. ..so what should we do in that case?
